into Russia when exiting EU generally?
The EU directive about this is fuzzy, telling that export of ANY banknote of a EU country, and not only EUR, but also krona (DKK, SEK), złoty (PLN) etc, is forbidden. Excepted for personal use, but no mention of threshold. For instance the page of the Estonians:

"The amount intended to cover the needs of the traveller and a family member traveling with them during the trip is considered the amount for personal use. There is no threshold for the amount considered for personal use. Therefore, any amount that does not meet the conditions set out in the exemption may be subject to sanctions, whether a cash declaration is required or not."
since sommer 2022 I used crossings of Storskog, Norway, Vaalimaa, Finland (now closed) , Narva, Estonia, Mamanowo,, Poland. Norway isn't EU but as Schengen they follow RU regulations.
Like before 2022, they don't care about bearers of non-Russian passports with non-Russian surnames.
Actually when you exit EU there's rarely, very rarely customs agents picking people for control. They just check more or less passports. August 2023 i was with my car and Finns didn't care. No inspection at all, both ways, also returning from Russia.
