You get a SIM and account at any MTS/Megafon/Beeline/etc office. Passport is required. The new law will require collection of biometric data (face picture, voice sample), and the IMEI of the phone that you will use the SIM on will be registered, ie. SIM will be tied to a given phone. Bill I usually buy a prepaid SIM card when I enter Russia. They are super cheap. Find them either at the airport or at any of the many cell phone stores in the big cities. I purchased a Tele2 card 8 months ago and it was good for more data than I could possibly use and lasted around 1 month. It worked all over the Ural areas as well as Moscow. 1 year ago I remember having to buy a different SIM card for Crimea. Their network seemed to be different from most of Russia.
