Durov flew on a business jet from Azerbaijan to France. He was arrested on arrival.
There was a warrant against him in France, so unsure why he flew there. Some trap?
Anyway France has been the main front inside EU trying for years to block Telegram and to make illegal in France for French residents (through their mobile number and IP location) to subscribe to a range of groups, mostly the anti-NATO ones, the channels from Donbass and Russia about ongoing war. And of course the crypto-currencies channels.
France hits a wall because their jurisdiction stops at French borders, they can try to enforce geolocated censorship and that's all.
But they can very well hold Durov for a while.
This should not affect Telegram, Toncoin and the Wallet globally, but then it gives an idea of the hysteria against internet freedom in EU.
