It is not "visa registration" actually, just person registration. A valid visa when needed just tells that the foreigner is legit. Some nationalities don't need a visa, but these people also need to be registered. The key document is the migration card given at the border. Visa is also used besides, for the nationalities that must have one, otherwise not of course.
not only most renters don't want to bother with registration of a foreign guest, but few "mini-hotels" also don't do it, nor some kind of hostels that don't have the juridical status of hotel.
what people have done since ever is get a room at a hotel for a night, even if the stay is for a month. So you are recorded in the system.
years ago, before 2015 or 2010, the grace period was not 7 working days, but 3, and earlier, the hotel had to put a stamp on the back of the migration card, and random police checks, controls by boarding gates at airport, would have a look at these stamps and ask questions if they were gaps in stamps dates.
so these days the system is very lax. Get a room at an hotel in the first 10 days (7 working days) and done with it.
